The Persian Gulf emirate of Dubai is not just a world-class business center: it's also a major tourist destination, with billions of dollars invested in recent years in five-star resort properties and other amenities for leisure travelers around the globe.  Virtually all of which stood empty when the UAE implemented strict social distancing measures to combat the spread of the novel coronavirus in the Spring of 2020.
